Net Transaction Volume

Also known as: NTV, E-Commerce Transaction Volume, Economic Unit, Net İşlem Hacmi

Author

In short

The total of final invoices or equivalent documents to be issued for sales made by a marketplace or seller through an e-commerce environment in a given period; cancellations and returns are excluded.

Net transaction volume is a concept added to E-Commerce Law No. 6563 by Law No. 7416 and is the criterion for scale-based obligations in e-commerce. It is calculated from data reported to ETBİS.

Definition

  • For a marketplace: The total of final invoices or equivalent documents to be issued for contracts concluded and orders placed through the marketplace in a given period.
  • For a seller: The total of final invoices to be issued for sales through the seller’s own e-commerce environments that are not marketplaces (its own website and app).

In both cases cancellations and returns are excluded.

Economic Unit

When calculating net transaction volume, persons within the same group that control each other, i.e. companies in the same economic unit, are assessed together. This prevents volume being split across companies to stay below the thresholds.

What It Determines

Net transaction volume determines whether marketplaces and sellers are medium, large or very large and the obligations that follow; see E-Commerce Scale Thresholds. The e-commerce licence obligation and licence fee are also calculated by net transaction volume; sales abroad are excluded from the licence fee calculation.

In Practice

Calculating net transaction volume correctly requires complete and timely ETBİS reporting, correct mapping of the group structure and proper records of cancellations and returns. An error may cause a licensing obligation to be missed or an excessive licence fee to be paid.

Frequently Asked Questions

Are group companies' volumes combined?

Yes. Transactions of persons within the same economic unit, i.e. companies in the same group, are taken into account together when calculating net transaction volume.

Are our sales on marketplaces included in our net transaction volume as a seller?

A seller's net transaction volume is based on sales in its own e-commerce environments that are not marketplaces. Sales on marketplaces count towards the relevant marketplace's net transaction volume.
